For too many years, school districts have been knowingly balancing their budgets -- and new initiatives that do little but look good on an admin's vita -- on the backs of teachers. Need something but can't pay for it? Just add it to teachers' plates! As with so many non-promotable tasks, the extra demands and the double bind is even worse for female teachers.
